Water constitutes two thirds of the planet. It is the largest space of all, which at the same time is beyond the spatial, as it has a surface that cannot be inscribed and "swallows up" all traces into itself. And as it has seemingly boundless horizons, it also no longer seems to be a territory - it is exterritorial.  In international waters, other laws also apply and many things are possible here which would be impossible elsewhere. Responsibilities are unclear, journeys are uncertain...
